Yes. Real Time Transcribe works on your own machine in around 100 languages and labels the speakers. You can also bring transcripts from any service or your NLE.

Only now and then. BowerBite checks your subscription once a week and keeps working offline for 14 days between checks. Studios with offline suites can use a signed licence file.
Yes. Change plan or seats any time in your account. To move to a new computer, deactivate it on the old one (Help → Activate BowerBite) and activate on the new one.
Your work stays safe. BowerBite goes read-only: you can still open projects, play grabs and export your stash. Everything else comes back when you renew.
